The State of Palestine was proclaimed by the Palestine Liberation Organization in 1988. It functions as a government-in-exile and, since 1994, a limited self-governing authority in parts of the West Bank and Gaza; it is recognized by roughly three-quarters of UN member states and holds UN non-member observer state status since 2012, but is not recognized by Israel, the United States, or several other states, and its borders and sovereignty remain unresolved and actively disputed.
